Emerging Technology and Data Strategy

Today’s security environment is changing rapidly with dramatic developments in science and technology. The development of private-sector technology is particularly remarkable and is often applicable to defense.

Space, Cyberspace, and the electromagnetic Spectrum, in addition to the traditional domains of land, sea, and air, must be considered in multi-domain operations. These technologies, when applied to multi-domain security operations, are all dependent on data in ever increasing quantities.

The US Department of Defense (DoD) now recognizes that data is a strategic asset that must be operationalized to provide a lethal and effective Joint Force that, combined with our network of allies and partners advances shared security and prosperity. In September 2020, US DoD published “DoD Data Strategy”. Improving data management will enhance the ability to fight and win wars in an era of great power competition. It will enable operators and military decision-makers to harness data to capitalize on strategic and tactical opportunities that are currently unavailable. Embracing new data­ driven concepts and leveraging commercial-sector innovations will improve military operations and increase lethality.

The DoDs Joint Enterprise Defense Infrastructure (JEDI) program will provide much of the cloud storage and data management infrastructure necessary to implement this strategy. After contentious contract protests, the JEDI has “returned”, with the $10 Billion dollar contract being re-awarded to Microsoft.

In this session, we will discuss the threats and challenges to democratic countries and the impact of technological innovation on international security, with a particular focus on managing vast new volumes of data.
