Kyosuke Matsumoto is head of the Department of Technical Strategy at the Ministry of Defense’s Acquisition, Technology & Logistics Agency (ATLA). Previously he was Director for Equipment Policy of ATLA who supports the Commissioner of ATLA to manage the daily operation of the organization and coordinate its overall policy making.
Prior to this, Matsumoto served as the Director of Strategic Planning Division in the Bureau of Defense Policy, Ministry of Defense from 2019-2021. In this position he oversaw defense strategy planning and space, cyber and comprehensive missile defense as well as US-Japan cooperation in these domains.
He also represented Japan in the US-Japan discussion about Aegis Ashore systems, hypersonic vehicles, and other emerging technologies. He also served as the Director of Compensation Division in the Bureau of Local Cooperation, Ministry of Defense from 2017-2019.
Prior to assuming his duties as division director, Matsumoto served as the Political Counsellor for Japanese Embassy in the U.S. from 2013-2017, and Senior Coordinator for US-Japan Defense cooperation in the US-Japan Cooperation Division in the Ministry of Defense. He held various positions among the Ministry of Defense and other Government Agencies.
Matsumoto joined the Japan Defense Agency in 1995. He holds an undergraduate degree from Tokyo University’s Department of Law, and master’s degree from American University Washington College of Law.
