These changes will require not simply greater investment in equipment, but a new generation of engineers, scientists, technicians, entrepreneurs, program managers, and skilled workers capable of turning innovation into operational capability.<\/p><p>Ultimately, people drive the future of the industry. Japan can invest in advanced technologies and expand defense budgets, but its ability to translate those investments into stronger defense capabilities will depend on having the people with the skills, experience and imagination to design, build, operate and continuously improve them. The future defense industrial base will therefore depend as much on attracting and developing talent, creating new career pathways and connecting experienced professionals with emerging generations as it does on technology or funding.
