Models for Collaboration

The democratic process in Japan is alive and well. In a surprise turn of events, the first former Minister of Defense of Japan, Ishiba Shigeru, has become the Prime Minister. This discussion will focus on the new administration’s initiatives for security across the board, for cyber defense and secret clearance protection, for international cooperation and information exchange, export controls, industry consolidation, and subsidies to strengthen the industrial base.

Prime Minister Ishiba intends to follow previous LDP defense and diplomatic policies while bolstering networks that include South Korea and other like-minded countries. Japan’s national security strategy adopted by Kishida’s government in 2022 calls for accelerating a Japanese military buildup. Ishiba has outlined several key initiatives to strengthen Japan’s defense industry:

1. Enhanced Japan-U.S. Alliance:
Plans to deepen the Japan-U.S. security alliance, advocating for more equitable cooperation, including joint management of U.S. bases in Japan and potentially establishing Japanese Self-Defense Force bases in the U.S.

2. Regional Defense Cooperation:
Proposed the creation of an Asian version of NATO, aiming to foster stronger military cooperation among regional partners.

3. Focus on Integrated Deterrence:
Emphasizes integrated deterrence strategies, which include leveraging advanced technologies and enhancing cyber defense capabilities.

4. Defense Industry Innovation:
Push for innovation within Japan’s defense industry, encouraging the development of cutting-edge technologies and strengthening the domestic defense manufacturing base.

To support these initiatives, Ishiba appointed two former defense ministers — Takeshi Iwaya as foreign minister and Gen Nakatani as defense chief. He retained Kishida’s top confidante, Yoshimasa Hayashi, as chief Cabinet secretary and appointed Katsunobu Kato as finance minister.

This new year promises many challenges and changes for many democratic states. Japan is in similar uncharted territory. Welcome to 2024.
